I have a paid history of interpreting for accommodation, but my employment  is not affiliated with a NRQPIC llc approved endorsing organization, can I still apply for certification?

It is not recommended.  Applications which fail to satisfy all NRQPIC llc’s requirements for certification prior to paying application fees have a extremely high-risk of being denied certification without refund of fees paid.
